跟着以太网技术在运营商网络中的很多部署（即城域以太网），使用802.1QVLAN对用户进行隔绝和标识遭到很大限制，因为IEEE802.1Q中定义的VLANtag域只需12个比特，仅能标明4K个VLAN，这用于城域以太网中需要标识的很多用户捉襟见肘，所以QinQ技术应运而生。
