软交换和3G技术日趋老练，而3G运营车牌迟迟未发，为此移动运营商开始寻求在传统2G核心网中的软交换解决方案，一方面可以满足2G网络不断添加的需求，另一方面可以为移动运营商往后部署3G网络堆集阅历。
